Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are conducted: optimistic declarations are issued from different nations. Immense energy is expended on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from across the border, a ability enabled by timely intelligence. From observation points, defense planes that had been deployed to counter approaching cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense thundered: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably provided by partner states. Every deployment shakes the surroundings, causing tremors. The brief panic quickly transforms into resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Following this, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.
Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are demonstrably unable to replace in the immediate future.
Ineffective Peace Efforts
The 28-point plan from Washington generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new initiative from US leadership follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, certainly, endure.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unfeasible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's south or east.
The issue is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not shift further in its favour in the near future.
Opposing Positions
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but averting a entire defensive failure until circumstances change in its benefit.
Existing Situation
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These opposing factors are influencing discussions.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all did their job.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
